Question I think I need a new display

I own a 165hz 24 inch ONN monitor. I've been looking for a new display. I have a lot of smearing and ghosting with this monitor, and it's also a LCD. (I only recently learned to avoid them for gaming) and videos at 60fps look better on my phone over 120fps on this monitor. So does anyone have a suggestion for a new monitor I have a budget of 250 to 300 USD. or is there something I should do to make my monitor better?

am pretty sure youre confused about panel type names
LCD panels have three types
TN, - cheap, high refresh rate, bad colors, poor vieving angles - this one is popular for gaming as its cheap and got lowest latency
VA, - high refresh rate, high latency, ghosting/motion blur, colors fluctuate based on brightness - this one costs a bit more, but those panel are offered for gaming aswell
IPS - nice colors, lower refresh rate then TN or VA, eats more power, they do tend to bleed alot - usualy bad for competitive gaming, mostly for content creators or casual gaming


smartphones are using either IPS or AMOLED, thats why it looks so nice
