Question I think my CPU is causing the GPU to drop frames to between 0-5 frames while gaming or video editing ?

Just recently my PC started experiencing lags and stutters. I tried playing a game and started experiencing massive frame drops after an hour or so.
The CPU and GPU temperatures look good so I'm just wondering what else could be causing it?

MotherBoard: Asus TUF Gaming Z690-PLUS WIFI D4
CPU: 12th Gen Intel Core i7-12700K, 3600 Mhz,
GPU - Nividia Geforce RTX 3090
RAM: Neo Forza Faye 32GB (2 x 16GB) DDR4-3200 PC4-25600 CL16 Dual Channel
PSU: got a new one this year which has been working well.

Does this happen with all games or just this one?! Could be the game has issues, would be pretty easily found out with a simple google search if so.

Otherwise, do not rely on temps, monitor the clock speeds, hardware does clock down to maintain temps at safe margins so temps will almost always be fine.
