I think my GPU is overheating?

I'd say for the past week whenever I run a game or do anything that uses of power my screens go black and I hear fan ramp up to 100% and I have to do a hard power off. The reason I think it is the graphics card because if I use speedfan and manually set fan to 100% everything is fine, if I don't set fan to 100% then computer goes black screen within a few minutes. I'm confused as to why it is overheating like this the temps are a little warm but not that bad. Any suggestions?

I am using HIS Radeon HD 6970 IceQ Turbo 2 GB. I have also had a few times where screen goes black and then comes back on maybe twice and it said AMD driver failer was able to recover or something along those lines.

Hello... Well reading up on your card model you GPU Voltage is correct... This is a Top of the Line model for Performance and High Power Settings.
Also Your card needs about 195 Watts, about 17 amps of +12Vdc from your PS.
1) You could have a bad FAN or bad Fan circuit not turning it fast enuff.
2) You could have a Bad Temperature sensor.
3) You Could have a component/capacitor/IC failing on the card.
4) You could Have a failing or Weak Power Supply.
5) You could have a bad power connector from your Power Supply to your Video card.

Just for another Test try it in another ( friends ) Computer?
Hello... 1) Try removing your heatsink cooler on your VIdeo card, and Make sure your thermal Compound is enuff and Moist. Re-attach your Heatsink cooler with careful attention for level contact to your GPU.
2) Why is your Voltage so High on your VIdeo card GPU, during that screen shot? Have you been playin with other Video card settings? It's possible you have Got other settings, other than just FAN, causing your Video card Problems. Uninstall any GPU affecting programs to get your card Back running at default settings agian.

I have already reapplied thermal paste to my graphics card about a week ago. And I am not sure why my voltage is so high the only program I am using is speedfan and that is because if I don't use it then my computer crashes.

With just active desktop GPu Voltage is at 1.175v

I did clean uninstall, rebooted, installed again. Temps looked okay. Opened up a game and before I could even connect to a server same issue again, black screen and fan goes to 100% and have to do hard power off.

Again the only thing that seems to help is using speedfan to keep fan at 100% but the temps aren't going about 70C without it
