I think my graphics card is flawed

Hello,

I have r9 280x which i bought as used from a store with 2 years of warranty left.
I tried playing watch dogs and it's just horrible - 30-35 fps average walking in the street, drops to 20 while driving, and when i went up to the train it was 20 and stuttered every 2 secs and got to 10-.

there is no bottleneck and the setting where:
ultra detail 1920x1080 fxaa

And is there any software that checks performance that i can download?

This is normal, Ubisoft are partenered with Nvidia and were pretty much payed to only optimize the game for Nvidia cards, so it runs horribly on amd cards. You'll never be able to run it on ultra with a R9 280, ultra settings are often unoptimized for everyone anyway, try dialing it down to medium and you might get playable framerates.

Your CPU and RAM are certainly up to scratch so it looks like poor optimization, though it might still be caused by heat issues. Download and install HWmonitor, run the game, check what temps your CPU and GPU get during gameplay.
 


Every game I have I run at Ultra.

You need to tweak settings, with that video card you can't just set to ultra and expect to have decent frames.

As far as watch dogs is concerned you should be running these settings:

Vsync: 1 frame
GPU Max Buffered Frames: 3
Textures: High
Anti-Aliasing: Temporal SMAA
Level of Detail: High
Shadows: High
Reflections: High
Ambient Occlusions HBAO+ Low
Motion Blur: Off (personal preference)
Depth of Field: Off
Water: Ultra
Shader: High
