So my best guess is it's power throttling, but I'd need to see more data to be sure. Fortunately HWiNFO should provide all that. Run it in Sensors only mode and post a screen cap
EDIT: The CPU may also be thermal throttling, but we'd have to see what the frequency is when the temps are that high.

The total amount of power the CPU and GPU can consume is limited to 100W, despite the total amount of power they can consume is up to 135W (45W from the CPU, 90W from the GPU). There's nothing you can do about this as this is something the laptop's power management circuitry handles, which the OS has no control over.I do not seem to understand
