I think my power supply doesn't give enough wattage for my card. I hooked it up and no picture did a whole mess of trouble shooting and now I think it just doesn't work with the new card.

When I started looking for cards that don't require uefi I found this http://www.tomshardware.com/answers/id-2116039/uefi-designated-graphics-card-120.html which states that it is not the problem?

also does that article say that the 650 would or wouldn't work. It says before 650 does that include 650 seems like before 650 would be garbage and a waste of time to even purchase?

Well... It seems it is.

Is it possible that the card is a dud or is it definitely not supported?

You can try testing it on a friend's PC, if possible, or RMA-ing it and test again with a new one, but I think that it is not supported.
