I think they placed my cooling fan backwards, the fan is facing towards the outside of the case.

the fan is pulling air so that must mean its blowing air through the heatsink correctlyjust check which way it blows the air to make sure ;-)
Also, buy and install rear fan.

alrighty, so instead of going to the place where i got this installed i attempted to switch the fan myself. i think i got it installed correctly and hopefully havent messed anything up

can you tell if the heat sink is on properly? i matched the pic of the pc you gave me and it seems like its on right

yes it appears to be pushing air through the heat sink as the fan is pulling airMake sure the fan is pushing the Air through the heatsink towards the rear of your case. Looks good.👍
Another rear exhaust fan might help even more.
yes it has on both sidesRegarding the fan noise, does the fan have those red rubber pads on both sides? I see them in the picture, but they should also be on the side that is touching the cooler fins. If there are none, you will probably be able to pull those out and put them on the other side. This will provide some cushioning and a bit of distance between the fan blades and the cooler fins because it’s also possible the fan blades are rubbing against the fins a bit.

i bought some fans for my pc, gonna install one in back and front too
i also wanted to ask a quick question, i had to switch around the heat sink so do i need to reapply the thermal paste or is it fine since removed and attached the heatsink only about a day after getting it installed
cpu hovers around 35-38, gpu 35It would be best practice to reapply new thermal paste. Check the temps, if You are okay, then You are okay.

It's still all fresh and we all know what a hassle some heatsinks are.
If the Temperature us higher than normal, re-apply. If they are normal, it means it should all be good
