I accidentally touched metal (ring) to the GPU and it was little "power hit", and it restarted, after that the fan is working but the gpu doesn't start. it showing me "no video input".
so what is the problem?

GPU: GTX 560 ti (448core Edition 320bit)

Sounds like you may have given it an ESD wallop. Static electricity can range into the thousands of volts. Might have fried a small component. Might try removing and replacing the card. It might need to be out of the circuit for a while, if you're lucky. A normal PC shutdown still leaves some of the motherboard live.

I tried remove/replace, also tried replace gpu to another pc, but problem still appeared. 🙁 :??:

So the gpu didn't work in the other pc? If so, then it may be dead. Obviously some component on the card got damaged, but unless you have a mate who knows their way around electronics and can go through each component, it wouldn't be worth trying to fix. Might be time to get another graphics card.

🙁 😱 I bought this gpu 3 days ago :/ fateful mistake :/ ehhh. so there is no easier way to fix it?

Oh. Realistically, I don't know any way of fixing it as anything could be wrong with it. Best guess would be you caused a short that's either damaged some of the small electronic components, or you sent a power surge into one of the chips and damaged it.....either way, there are no easy fixes.

So if chip is damaged, there is possible to replace a new chip...? (last quastion, thank you.)

It's possible, but here's the issue. First you need to find out which chip (if any) is damaged, and that's not easy unless you have all the right equipment. Then you have to source a new chip....if it's the main gpu, you would need to find a used one from somewhere, other chips might still be standard. Finally, you need to be able to de-solder the old chip and carefully solder the new one in.....like I said earlier, unless you have a mate who can do that, it's not worth trying to fix.

🙁 :) Alright man, thanks for consultation....
