I upgraded cpu and get same fps in witcher 3 so what is the problem?

I upgraded my cpu from core i5 3330 to i7 3770 and I'm getting same fps in witcher 3,in all the other games I got increase of 10-20 fps for example I got 20 fps increase in crysis 3 and also 15 fps increase in arkham knight,but witcher 3 stays the same.My gpu is gtx 980 so what is the problem with this game.

Witcher 3 is largely a GPU bound title, so a CPU upgrade might not help you as much as Crysis 3 which is CPU heavy especially in the 'Welcome to the Jungle' level, and Arkham Knight, which isn't all that well optimized and benefits from higher end hardware to brute force it. The only parts of Witcher 3 that are really CPU heavy are the cities like Novigrad and Oxenfurt, so if you're going to see any performance improvement eg. more consistent framerates and less stuttering, it would be in those areas of the game.

Are you having any performance issues in Witcher 3, and do you have Vsync or a framerate cap enabled in the game's options?

No I don't have performance issues in Witcher 3 its just the framerates are the same,and yes maybe I will get more frames in town but I haven't got to that level yet.
