I upgraded CPU now mouse is registering 1/3 of my Clicks

I upgraded my CPU from a Xeon 3430 to 3450. I have no problems with my mouse missing clicks before and my CPU load doesn't go above 40 c. It happens when I call in discord play Rainbow Six Siege and sometimes Adobe Premier Pro CC. I have tried updating the drivers via Device Manger, see if anything is checked and mouse setting in control panel.

What type/brand/model mouse? Also if Win 10 (or prior) maybe try uninstalling the mouse- Control Panel->Device Manager->Mice, right click on your mouse and uninstall (if it gives an option to uninstall driver too, select this). Win will reinstall on a reboot.
