Solution

It's more about optimization than anything else and not all games are created equal. The 8350 is not a great pairing for either a 1080 or a 1080Ti for that matter. You need to run 1440p+ to make it worthwhile and even still, it's not going to be ideal. You should have ZERO issues playing 1080p games with that card now or in...
If you can play the game at 1080p medium settings, then play it again the same way except at 720p and the framerate is the same, this is usually a sign your CPU is holding you back.

If you had asked before you bought the card, I would have recommended to you that you first check to see if your CPU can actually use more videocard power in the games you play. Game performance is not always about videocards, and the FX CPUs were not great for gaming.

Of course it's possible you have some other issue, like gummed up drivers. I'd run a tool like MSI Afterburner while playing the games. Make sure your CPU and GPU clockspeeds are as high as they are supposed to be, and make sure the temperatures are not too high, and see what the CPU and GPU usage percentages are.

Please list more detailed system specs

So as stated the FX series CPUs were never great for gaming so you should check to see what sort of CPU and GPU usage you are getting to better determine where the problem is.

Next be sure you don't have old drivers form a previous graphics card causing issues, download and run DDU to remove all traces of driver, then download and install the latest Nvidia drivers.

Another issue may be an inadequate power supply.

Also 8GB of RAM isnt enough for high/ultra settings on a lot of games, 16GB is becoming the new minimum.

Finally and I would hate to say this, but if you are gaming at 1080P that 1080ti was a massive waste of money, a 1060,1070 or 1080 (depending on frame-rate you wanted) would have been more then enough.

this guy gets waaaay better fps than me with the same cpu
i installed clean latest drivers
the cpu is at 45-50 % usage max the gpu is at 80-90%

the cpu is at 45-50 % usage max the gpu is at 80-90%

none of the cores were any close to 100% all of them were at about 50%

stable 4 ghz , temp 75-80 degrees , gigabyte 970a-ds3p name of the motherboard

75-80 degrees celcius? That is near to above max temp for the fx 8350 so there is something going wrong there.

i bought this card thinking that i will play 1080p -60 fps for a long time but it looks like i wont
and i was hoping to run cyberpunk 2077 when it comes out , no way in hell

could this be the reason for low fps ?
the cooler goes nuts when i play games , https://www.pcgarage.ro/coolere/arctic-cooling/freezer-xtreme-rev-2/ this is the cooler that i have
i havent changed the thermal paste on the cpu since i bought the pc in march 2014

That said, you should look to upgrade the rest of your rig to get the most from it. That's the bottom line.

Solution

Many utilities don't read temperature correctly for FX CPUs. Use AMD overdrive to measure thermal margin. Higher is better, ideally you want at least 5-10 degrees of margin.
