I wanna upgrade my pc

Can i upgrade my current rig with new graphic card?
I can see in some games my cpu is about 60-70% usage and gpu is 99%
What graphic card is perfect match (max) for the processor i am using ?

you sure ? i think it would be waste of money to buy some high end gpu this cpu is not good enough or i am wrong?

With your PSU the maximum card you could get that has a low enough wattage is a gtx 960. You still haven't said your budget so I can't recommend one to go with a new PSU.

With the PSU you have your probably safe to go up to a GTX 970 without any overclocking. But if you have enough money to get a nice GPU you have enough money to invest in a better PSU as well. So if you decide to go with a r9 280x and up then go ahead and grab a new PSU.

You already have a 500W PSU, if I was going to upgrade it I don't think I would go below a 650W which should safely place you where you need to be for more power hungry GPUs.
