Do you already have monitor, case and maybe hard drive from and older computer? If yes, what do you have? If no, then your best bet is to find a good second hand computer or find a pre build system in your local electronics warehouse, as your budget is too low to build a new system including monitor, hard drives, keyboard and mouse.
