You can change your Windows backgrounds in the Appearance tab of the Display Properties. Click on Advanced and you can change colors in there.

That will make them all the same though. You can change folder properties, but that does not apply to the root of the drives.

The background of individual folder can be changed only in xp.
The software used is winpaperxp which is available on sodabush website.
