It's ok, but you can significantly optimize it.
change cpu i5-8600k -> i7-8700 (gives hyperthreading, better performance in multi-threaded workloads),
motherboard - you have selected rather expensive model. You can significantly save on this,
change graphics card GTX 1660 -> GTX 1660 ti (significantly better performance).

I have another question, should I go for the ASRock Z390 Phantom Gaming or just ASRock Z390 motherboard you mentioned in the pcpartpicker list?

You really don't want to spend on a motherboard more money than on the CPU.. unless you really need a specific feature.
Get a cheaper and good one and spend the rest for a better GFX

The 8700x system is good, but the 3600 beats the i7 in games and saves money allowing you to get a better gpu. Spending the extra money on the gpu will allow you to get much better performance.
Actually, I need a system with Intel+nvidia combo for my deep learning workstation.
