I Want to assemble a PC for 30.000 Rupees

Hi i want to assemble a PC within Rupees 30,000 ( I can extend it to 32,000 at max)

Purpose that i am going to Use PC for - watching movies (1080p)
Light photoshop (basic editing)
Games at mid to low settings ( like GTA 4 , prototype 2, resident evil 5 , train simulator 2013 , fifa 13 , dead space 2 )

please give me a config. as per my requirement ( i want at least 20' monitor , and i want to include a webcam in this price)

If you live in India then it seems a little pointless in people here giving you links to parts and prices in American stores
30,000 Rupees converts to approximately $550 so would fall into the budget range if you are including a 20' monitor in the price
