Ok. ok, no distractions but you asked for it.
Having DDR3 ram has nothing to do with memory on the GPU. You can stick in any bloody video card you want, including those two. Best one considering your CPU that is going to work good would be GTX750, no real financial sense over that. AMD R7 260 would be in that range too.
Generally, higher model number, better performance and for amount of Rupees (iNDIAN), check catalogs for anything that fits that price with highest model number.

I also looked at AMD graphics cards, but the best one in your price range is a HD 5450, which is considered not as good as the GT-730.

Delivery" on my Area.....when Am Check on Flipkart the Rate was above 6000 Rupees(INDIAN)

And i have't Any Credit card or Other Area Friends........................WHATEVER

3. When a graphics card needs a fan, they are built into that card by the manufacturer. If a graphics card does not get hot enough to need a fan, it will not have one.
