Question I want to buy RTX 3070

Hi guys,

I want to upgrade my video card because I am playing CS 2. My current one is GTX 960.
I have a couple of questions:
1. Will there be a significant difference if I only change my video card?
2. Is this a good choice or do you recommend some other card?
3. is there a big difference between the large providers like Palit, Zotac, and Gigabyte?
4. should I buy a second hand ? If Yes, how to know if it a good one?
