I want to learn how to cause input delay on my PS3 or PS4 controller when using it on PC

I have bad internet so when I play games I always have some kind of major latency in inputs (1 to 2 seconds after I input something it happens) and I have found that having that input lag makes the game so much more fun to master. So I want to introduce input lag to games that are not online so I can have input lag in other games too. Might someone be able to point me to a program that might suit my needs? Everything that has come up so far as been to decrease input lag.
 
Internet & input lag don’t relate. When you play games do they all have input lag, or just multiplayer? You’d be so much better off if you just try to fix the lag and play on difficult settings
 


Yes they do relate depending on the game and program used to play said game online. I have satellite internet so there is a delay in terms of server action in games like that and I want to recreate the learning I had to do to play FF14 well enough with a 1 second server side delay on movement. Or Cuphead via Parsec (2 second delay on all inputs) If I simply wanted it to be harder I can change the difficulty but that is not what I am after. I specifically want input delay in single player games because of the challenge it offers to the game in a way difficulty settings can not provide that vastly improves my enjoyment of the game.
