I'm building a PC and I was thinking of getting the i3 4130. (I'd upgrade to i5)
I'm going to use it for gaming & recording, and some light editing (with Adobe Premiere Elements)
The games I want to play/record are Steam games like TF2 and Rust.
I'm also going to pair it with 8GBs of RAM and a EVGA GTX 660/760 GPU.

Whoops! Didn't mean to select this as a solution :/

Budget is around $700 - Location: U.S. (I do have a MicroCenter near me so I can get some lower prices on parts.)
I have not purchased any of the parts yet.

Good call on MicroCenter.

This is under the consideration that you don't need an OS.
