i3-4170 99% usage

Over the last week my I3-4170 has been jumping to 99% usage whilst in any game making them completely unplayable. As soon as any game (ark:survival evolved and rust mainly) are opened the PC slows down with the mouse moving slowly on screen and framerate dropping to 1fps. I have had this cpu for about 2 months now and had no problems what so ever previously. PC specs are as follows:
Mobo: Z97-G43
CPU: i3-4170
Ram: 8GB (2x4GB)
GPU: GTX960
currently upgraded to windows 10 however the problem arose in windows 7 before I upgraded.
Any help is appreciated

There could be many reasons this problem is occurring. Can you open up Task Manager and look which process or program is eating up all of the CPU usage? (While in game)
Try those games on lowest possible settings and see how well it runs.
You may have a virus. Do a full scan on Windows Defender which is installed with Windows 10(search it in Start Menu).
While unlikely, a registry issue could be slowing down your computer. Download CCleaner and run the Registry Cleaner. (You may have to scan a few times after each clean to get rid of all registry issues).
Could you tell me your temps on your CPU while in game? Download HWMonitor and post them here.

Solution
CPU usage jumps to 99% with "shooter games" taking up around 70-80% of that. Temperatures from core 0 and core 1 are sitting between 66-70C. I am getting 1FPS when the game (Ark: survival evolved) is open and mouse movements and clicks taking 2-3 seconds to register. I have ran Avast and Malwarebytes scans ran ccleaner and the registry cleaner and done a few passes of defraggler as well. I will run windows defender as well and see if that finds anything. Thanks for the help
 


Have you tried it on lowest settings? Does this happen in other games?
 
So apparently it seems to have fixed itself. There was an NVidia update that it kept failing to install for days and finally it installed it last night come to check it today and it loaded up no problem. Thanks for the help, hopefully that will cure the issues now
