Question I3 8100 + GTX 1080

Hi guys, I am looking for a gaming PC on the second-hand market (in Republic of Moldova). I mentioned the country because the range of different listings on the second-hand market here is very narrow. I found a great listing which includes the following:
CPU: Intel Core i3-8100
Graphics card: Nvidia GeForce GTX 1080
RAM: 32 GB DDR4 @ 3200 MHz
600W PSU
And I am waiting the seller to tell me the Mobo model.
My question to you guys is how much of a bottleneck will the i3 be for the 1080 and is it worth to buy it at 495 USD (Could bargain to 450)? Thanks in advance
P.S here a RTX 3070 is 800 USD whereas in the US is 550 so yeah

It won't be a bottleneck at all. I have an even older cpu (4670k) with a 1080 and it just happens to be perfectly balanced on the bottleneck calculator.
The GPU alone is probably worth $250 (US) because a 6600XT can just barely edge it out and they sell in that range. The 1080 can't do any of the ray tracing, so you don't have to worry about it. As long as you don't expect to use it for high resolutions, ultra settings, AAA games, and expect more than 60fps you should be happy with it. If you want all of those things....keep saving.... These are dark times for GPU buyers...
