Yes, if he had RAM at 3200, then it was overclocked. Since the only boards for 8th gen are with Z chipsets, they can all overclock RAM, so people take advantage of it.
2400 speed is the speed at which the ram will boot into bios.
All ddr4 ram has a default speedof 2133.
Once in the bios, you can implement higher speeds.
This is usually by selecting a XMP profile that is imbedded in the ram itself.
It will set a higher voltage(>1.2v which is overclocking) to get the speed, and will set the appropriate cas numbers.

To do this, your motherboard must support higher speeds and your cpu must support them also.
I think you are good on both counts.

But, do not get too excited about this unless you are using integrated graphics,
Real world, higher speed makes little difference in real app performance.

Yeah i thought that ram speed didt impact performance too much until i saw the video and the fps difference is pretty good.. if its to be believed that is... but how did he manage to overclock the ram to 3200 if the cpu is limiting it to 2400 .. also could i just buy ram at 3200 or whatever instead of overclocking it?
 
The effect RAM speed has on games varies from game to game. XMP overclocks are not guaranteed to work and your motherboard must also support 3200MHz. Even then sometimes it doesn't work. If you are looking for more performance I'd consider upgrading the processor to an i5.
 


No matter what kind of RAM you buy, to reach 3200 Mhz you need to overclock it. The only difference is that RAM has been tested to run with specified speed - so if you buy 2400 RAM, it is only guaranteed by manufacturer to reach that speed, and you may be able to OC it to higher speed, but also it may be impossible. There is reason 2400 RAM is sold cheaper then 3200 - it's OC qualities are worse.
