[SOLVED] i3 9100F Running very hot

Hi so I play rainbow six siege and i check msi afterburner and it says my cpu (i3 9100F) is at 70-80 degrees and at 100% but then when i check task manager it says my cpu is at 40% and my case is very clean and almost no dust because i recently just built this one.
PC SPECS:
COOLERMASTER BLIZZARD T20 CPU COOLER
ARTIC MX4 PASTE
GIGABYTE B360M GAMING HD
ASUS Phoenix GTX 1050 2GB
DDR4 8GB 2400
Fractal Design FOCUS case
EVGA 450BR
and 3 120mm fans

I assume you are using the stock intel pushpin cooler.
With power off, nudge the cooler. It should not wiggle.
Are all 4 pushpins through the motherboard and locked?

What is your cpu temperature at idle?
I expect to see 10-15c. over ambient.
If you are significantly higher than that, look to remount your cooler.
Here is how:

my cpu (i3 9100F) is at 70-80 degrees is this bad??
I checked some online benchmarks and on playing rainbow six siege on a GTX 1080 they get 60-70 degrees Celsius. Though I don't care much about temperature since I know when to stop. A little fact about where I live (Pakistan), it's hot enough that the CPU temperature is a minimum 70 degrees(Good in my case). So where do you live, perhaps its the temperature of the area.

To mount the Intel stock cooler properly, place the motherboard on top of the foam or cardboard backing that was packed with the motherboard.
The stock cooler will come with paste pre applied, it looks like three grey strips.
The 4 push pins should come in the proper position for installation, that is with the pins rotated in the opposite direction of the arrow,(clockwise)
and pulled up as far as they can go.
Take the time to play with the pushpin mechanism until you know how they work.

Orient the 4 pins so that they are exactly over the motherboard holes.
If one is out of place, you will damage the pins which are delicate.
Push down on a DIAGONAL pair of pins at the same time. Then the other pair.

When you push down on the top black pins, it expands the white plastic pins to fix the cooler in place.

If you do them one at a time, you will not get the cooler on straight.
Lastly, look at the back of the motherboard to verify that all 4 pins are equally through the motherboard, and that the cooler is on firmly.
This last step must be done, which is why the motherboard should be out of the case to do the job. Or you need a case with a opening that lets you see the pins.
It is possible to mount the cooler with the motherboard mounted in the case, but you can then never be certain that the push pins are inserted properly
unless you can verify that the pins are through the motherboard and locked.

If you should need to remove the cooler, turn the pins counter clockwise to unlock them.
You will need to clean off the old paste and reapply new if you ever take the cooler off.
Clean off old paste with alcohol and a lint free paper like a coffee filter.
Apply new paste sparingly. A small rice sized drop in the center will spread our under heat and pressure.
Too much paste is bad, it will act as an insulator.
It is hard to use too little.

I live in Canada BC its about 25 degrees in the summer
 
The T20 isn't really that beefy, only a 92mm fan and 2 heatpipes.
If the temps bother you then i'd start by re doing the thermal paste application, if they're still high then a
Deepcool GAMMAX 300 or 400 could be a relatively cheap upgrade.
 
We get 32 degrees or sometimes 40-50. It is pretty common to have a high CPU temperature here. I wouldn't worry about the temperature if it is not decreasing the total fps.

O_O but I get 30-45c over ambient.
The T20 is similar to the intel stock cooler.
Both in cooling capability as well as pushpin mounting issues.
The vertical orientation is better, but it has the same 92mm fan.

With your pc powered off, nudge the cooler to see if it wiggles.
Look at the back of the motherboard to verify that all 4 pushpins are through the motherboard and locked.
Your idle temperature really should be lower.

Your case is a very nice unit that allows plenty of cooling air to enter.

You actually need to do nothing.
The processor will throttle or shut down if it detects a dangerous temperature.
That is around 100c.

If budget is not an issue, consider a better cooler with a 120mm fan.
It should be quieter if anything.
My favorite in this category is the scythe kotetsu. But there are others.
