i5 2450m not reaching full speed

So i have this laptop which has an i5 2450m that is supposdly 2.50Ghz and turbos to 3.10Ghz but for some reason its only stopping at 2.88Ghz, i haven't used this in a while i just installed windows 10 and now im using it again... i never had this issue, i dont think its reaching its max temps as i've been told that 80c is fine for laptops.. can it be throttling? but even in some games it only goes up to 2.88Ghz and at much lower temps.. i've checked the bios haven't found anything there but the system specs... so many someone can help me figure out the issue?

Running Prime 95 on 2 cores 4 threads has your processor pegged @ 100% load.
It will never Turbo boost to 3.1ghz when fully loaded.
It will only boost to 3.1 when 1 core and/or 1 logical core(hyper threading) is loaded.
2.88 with all cores loaded is pretty good, let it run a little while and the cores will get hotter and it may drop to 2.5ghz.
check control panel, power settings, max cpu utilization or whatever it is called, make sure it's 100%. otherwise id check your BIOS for some options that may be limiting it. if none of those work i would look up to see if anyone else is having the same issue with that laptop model / processor. hell, you might actually want to even start with that, considering googling is pretty easy lol.

but even when im using OBS for recording my cpu is at 70-80% and its at 2.88Ghz..so im very confused by whats going on here everything in the power options is set to maximum performance
