i5 2450M stuck at 800 mhz, nothing will make it budge

So a few days ago this laptop (dell inspiron n4110) started acting a bit slower than usual, things like watching videos put the cpu usage up to 80% - 90%. After doing virus scans things didn't change, after looking at core temp (latest version) though it showed that the clock was stuck at 797mhz, I tried finding drivers but none seem to work and even after going into bios and disabling intel speedstep it was still stuck at the 797mhz, possibly core temp is wrong? I have no idea where to go from here
 
It is probably running at 800mhz whiles its not under a load then it speeds up to its normal speed the reason for this is to keep your laptop cool enough to run all the time. If you had it running full speed non stop hours on end it would crash because it cant remove the heat fast enough like a desktop can with good cooling. Try putting it under a load and make sure your running that in a widow mode and check then.
 




In the power options i set minimum cpu usage to 100% and it still stays at 800mhz, high performance options do nothing aswell

Also under any load it remains at 800mhz
 
What are your CPU temps? Is there any indication that the CPU is overheating?

It could be Windows Registry may have become corrupted and does not allow the CPU to go beyond 800MHz. The only way to fix that would be to re-install Windows. That means you need to backup any important data on the C: drive before doing so.
 


It seems like the cpu is actually not stuck at 800mhz, I used some intel core diagnostic tool and it said it was at the right speed so core temp was just wrong. Anyways the computer is still really slow and i have no idea whats causing it, this isn't a computer i personally use so I don't know if anything was done that could have caused this. I ran a bunch of anti-virus programs and it seems like there are no viruses. Cpu temps are fine as well, the computer is just significantly slower than it use to be
