I m on a strict budget.
An i5 3570 is costing me 95$.
I have lga 1155 mobo so no need to change it for i5 3570.
R5 1400 will cost around 250$ (including mobo) .
Is it worth extra money ??

If you simply want a chip that gets the job done and don't care too much about chasing high FPS in all current higher-specs games, i5-3570 is still decent - I'm still perfectly happy with my i5-3470 for what few games I play, general everyday usage and hobby/homebrew hardware/software development.
If you already have DDR3 memory, keep in mind that you will need DDR4 for Ryzen, so that's another expense.

I wouldn't buy the R5-1400. The R5-1600 has much better bang per buck than any other Ryzen with the current price structure but you'll need to save $50 more first. If I was already going to spend over $300 on a new CPU+MoBo+RAM combo, an extra $50 for ~60% more potential processing power and a better stock HSF is cheap futureproofing.
