At 1080p, yes your cpu will limit the 2060 super.
No you cant overclock that cpu. Id suggest uograding it to an i7 3770

Some games do have issues on 4 thread CPUs and the I7 would be a big upgrade with 8 threads.

The bottom outperforms or ties an I7 8700k. Its a much better value, but more expensive.
If you cant afford the bottom, you could go ryzen 5 2600, which would be cheaper than the 9400f while still performing close.
