i5-4440 vs i5-4670

I've always been curious, are there actually any differences between the different versions of i5s (particularly the 4440 vs 4670)? I mean other than clock speeds, the two CPUs seem identical.

Are they engineered to have different IPCs or support more/less instruction sets or something?

So it is just the frequencies really, thats what I figured. I'm doing a budget build for a friend with an i5-4440 so I was mainly wondering if putting it on Turbo Boost (3.3 GHz) would bring it up to near 4670 performance. Looks like it just about should, thanks for the answers guys

Yeah, there's not much reason to get more than a 4440 or 4570, unless you're going to be overclocking.
