I have a problem with my fps after buying the gtx 950.
FPS drops. when I start the game its oke but after maybe 2 min I am on a low fps level.

what is the problem here?

Download GPU-Z and monitor GPU Load while gaming.

If you see a decline in performance after 2 mins of gaming you need to monitor your gpu & cpu temperatures as that sounds like possible thermal throttling

I am not reching my tj max. its around 47 C when playing the game! Core speed stays around 3300

when I play on max quality it seems to have min fps drops (like 20 max)
when I go to low res, min quality. it doesn't seem to have more fps. (w/ fps set to max 999)
is there any reason for this.

my fps seems fixed at high res, but not at low res

Set the refresh rate to 0.1 seconds, and make a game go into windowed mode, so you can screenshot GPU-Z while playing the game, but from the looks of it, your GPU Load is really load.
