i5 4460 problem

Recently i discovered a problem with my i5 4460. When i play games or run any cpu demanding application the frequency is locked at 3.19 Ghz ( 3.2 being the base clock, and 3.4 turbo), while it has no problem going over 3.2 on dekstop or using chrome. Does anybody know any fix for this ?

Specs:
-Asus Geforce Gtx 1060 6 Gb
-12 gb 1600 mhz adata ram
-ASRock H81-M VG4 Motherboard
- Intel I5 4460/with Intel stock cooler
-KEEPOUT FX900 PSU
-1 TB HDD
-Intel SSD 520 Series, 120GB

Have you checked the cpu temps while gaming? It won't boost unless temps are pretty low

Turboboost looks at the workload, cores being used, power consumption, and cooling efficiency to determine boost.

I'm guessing you have the stock cooler and will be looking to replace it soon.

While gaming temps usually stand at 60-67, but never go higher than 70. Anyways i think it's really time to change my 5 years old stock cooler that i have been cleaning from time to time, i think it's not sufficient to maintain good temps anymore.
