i5-4460 vs skylake(budget)

Hello. I'm building a new PC and haven't decided yet about my CPU. I already have 8GB DDR3 1333MHz RAM and I really want to reuse it, but this is only possible with a Haswell CPU. Is there any real difference between these two gens? Also, I'll use this only for gaming in a GTX 1060 and a 1080p @144Hz monitor.
PS: since I'm on a budget, I don't want to buy a new pair of DDR4 RAM since those don't offer much difference as far as I know. The main question is: is the extra money of a skylake processor(i5-6500 or even a 6400) and new RAM worth it or the 4460 should do it? The 4690k is almost at the same price of the 4460(I'm not afraid of overclocking if needed) but those Z97 MOBOs are expensive as hell.

I'm afraid that's not a good option. The 4590 is costing the same as an i5-6600K in my country and has a worse/same performance if I'm correct.

Just for your info about the prices here in Brazil:
i5-4590 USD 390
i5-4690k USD 380 (don't ask my why LOL)
i5-6600k USD 410
i5-6400 USD 305
Anyways, I really liked your idea of having the 4690k and not overclocking it(this way I can get a cheaper non-OC mobo. Sugestions?). I know the 6600k looks so good in price but with that I'd have to buy some new RAM and I really don't think it's worth it. What concerns me is the "future proof" thing. Do you think I'll be good having such an old CPU?

4460 is going for 303USD. By the way, the 4440 is at 284USD. I'm starting to get distant from the skylake ones. The price of new RAMs and a cooler could buy me a nicer Haswell CPU such as the 4690k.
