Definitely the i5 3470 and 1050 combo, the difference between the 750 ti and the 1050 is quite a lot larger than the difference between the i5 3470 and i5 4570.

The 4570 is about 8% better than the 3470 and is a generation newer. You can easily upgrade the GFX card LATER and leave the 4570 in there for modern gaming. Pair that with a 1080(one day hopefully!😀) and you're set for a few years.

I agree that the 1050Ti is a better deal. BUT you will upgrade that one day. The CPU most likely won't be unless you find a sweet deal on a 4770/90. I'd go with the stronger CPU and upgrade the GFX card at your leisure.

Since GPU prices are insane right now I recommend you to wait at least 1-2 months before you buy anything there are many rumors that nvidia are going to release new series of GPUs so this might cause price drop in 10series.

i got my i5 4570 and gtx750 and i wanna sell 400 or 360$ it then buy this 3470 and 1050 or 1050 ti
