i have no idea what cooler to get i need one to keep it reletivly cool i can only spend about 50-60$ i also need this to be able to overclock relativly well. i know i cant get all that good of a cooler for that price though but whats the best one at that price

There is nothing special about the Hyper212 EVO, but it was parroted so much that people were fooled into thinking it is worth more than it is. Fortunately, thanks to lists of competitors (one or more of which I have always found to be cheaper), the parrots have not been squawking as much lately, and some retailers are beginning to bring the price of the EVO down to where it belongs. For example, while it was available, the Xigmatek Gaia was typically $20-$23, perhaps 30% cheaper, and some reviews found it better. Right now, I'd probably get Raijintek on a tight budget.

ya i was intrested in noctua though 80$ is a bit over though but ill see i guess
edit - im pretty sure it wont fit my case though

Nothing special at all, just a good cooler for $20. For $20 you can squeak 4.7ghz out of a 4690k on air cooling (If you're CPU is solid). If you can afford better it's definitely worth it for a couple more degrees.

hey in the event that i do get the noctua what would be a good motherboard that it would fit in... as my current one it will block the ram also saddly i have to go with a amd a3+ cpu so im wondering what a good motherboards is for the cooler

I don't remember the Hyper EVO ever being only $20. I got my Gaias for that though, no rebate games required. I may have seen the original Hyper212+ for $20, but only after a rebate, which is a game that not everyone wins. I'm not saying the Hyper212 EVO is a bad cooler, I'm pointing out that at $30-$35 it is a bang/buck Loser compared to similar competitors, some of which can be had for $22-$25. Prices vary, of course. If you can find the Hyper EVO for the same or less than all of its competitors, perhaps the selling retailer has wised up.
