Check and make sure you have downloaded the (WHQL) chipset drivers for your system. Unregistered drivers may not be fully compatible, even if you've downloaded them from the official intel website. The Windows 10 ones would have automatically installed WHQL certified ones.

OK its not a throttling issue. Have you looked into the Windows power options? I'm guessing you are using a laptop with that processor, so check on the Windows power options. It mimght be putting your processor into low power mode.
