In game and without game i have 2,17 Ghz i make stress cpu test and max is 2,17 Ghz

OK its not a throttling issue. Have you looked into the Windows power options? I'm guessing you are using a laptop with that processor, so check on the Windows power options. It mimght be putting your processor into low power mode.

2.3 GHz is the normal base clock for a 6300HQ, per Intel; run a Defender scan while monitoring task manager/ performance to see if it turbos to 3.2 GHz briefly...

Many desktops and laptops see 100% cpu usage in many games; that might not be something you can 'fix'....

It is a laptop at 2.3 GHz, not a Threadripper....

Check and make sure you have downloaded the (WHQL) chipset drivers for your system. Unregistered drivers may not be fully compatible, even if you've downloaded them from the official intel website. The Windows 10 ones would have automatically installed WHQL certified ones.
