I5 6500 stuck at 800mhz and 8 multiplier

recently i started to have lower then 30fps in all my games, after a long investigation, i believe this is caused by my CPU, at first i found out that in all my games, even idle, my CPU frequency is stuck at 800mhz and CPU usage can easily goes up to 70~100 in game. After some research online, i tried many fixes and it seems to be able to un-stuck the 800 mhz lock and it did improve my fps back to normal with over 3000 mhz but it is still very unstable, it always jumps back to 800 mhz and it tend to stay at 800 mhz a lot before going back up, sometimes it will stuck at 800 for a while... any idea of the cause of this and a solution?

MSI Computer ATX DDR4 Motherboard Z170A GAMING M5

after wasting like an hr on that... found my i5 dont have pins, but my motherboard do, however unlike some youtube videos i saw, my MSI board CPU socket pins are not built to be standing straight, they all come out at an angle, guess thats how it was built i guess but after killing my eyes by checking each pins, they all seems to be looking fine....

i dont kow what the fuck is going on here with my computer, nothing seems to be working, dont even know which part is the cause either, just want to fucking punch a wall right now...
 


Reinstall OS didn't help, tried to reset PC as well, tried all the options on this post and everything i can find on the web. I can't RMA my board on amazon as well cause its past the return date, i know that MSI offer RMA service for boards, but i heard they sucked from the web, what should i do, try the MSI RMA on my board or buy a new one?

i have a z170n gaming 5 motherboard, a 650w power supply, a geforce gtx 970 and a i5 6500

Tried a UEFI reset as well? Temp OK? This is a pretty old post. Also, not all games will increase the frequency. For example, when I was testing my X99 platform playing some Dead Space 1, the clockspeed really never moved from idle. Less demanding titles tend to exhibit this behavior.
 
It's a bad sensor from what I'm experiencing as well. Download throttlestop, disable a check named "BD_PROCHOT" hit save, then check your frequency and temps. Make sure they don't overheat or your processor won't be able to stop it. Look up "thermal throttling" for more information.
 
Guys i Was facing the same issue, Here is how i solved it .

-Open the Al suite go to the tab EPU

-Then on performance tab UNCHECK the "Enable Away Mode"

-Do the same on The Power saving tab.

Problem solved back to 3.6 MHZ
