[SOLVED] i5 6600k drops from 4.5 ghz to .8 ghz randomly

Been having a constant issue of my CPU deciding to drop from 4.5ghz to .8ghz in a flash without any real warning.

My headset starts to emit a static and every single process slows down to a grueling speed.

I've disabled c-states, cleaned out my PC, updated the BIOS, checked the temperatures and nothing seems to be out of the ordinary. Any ideas?
EDIT: CPU Load jumps to 100% as soon as the clock speed goes from 4.5 to .8 ghz

GPU ; MSI GTX 980 ti
CPU : Intel i5-6600k (OC to 4.5ghz)
CPU Cooler : NZXT Kraken x61
PSU : Corsair AX760
RAM : G.Skill 3200 mHz 16 GB
Motherboard : MSI Z170A Gaming M7
SSD : HyperX Savage 240gb
HDD : WD Black 1TB

What if you load defaults in bios?
Have you updated bios?
Have you tried with enabled C states and etc.?

Disable intel adaptive thermal monitor in bios and see if that corrects the problem.

I haven't tried default BIOS settings or enabling C-states
