I5-6600k maxed out during gaming, limiting frames

So I recently made a new build. Sold and am selling my old one for the new. I have an i5 6600k, gtx 970 and I've noticed in games while for the most part my fps is better in bf4 it's just horrid, if not worse. Anytime I play a game other than like league or Dota my cpu usage is 96% or more. I used to have a fx8350 and r9 380 and I don't feel like my cpu usage should be higher and limiting frames to dripping and worse than before. Something has to be wrong or off, but I've tried everything. So to start, before I'm asked this is what I've done thus far to try to help :
B150 board so oc not an option for now
Ram speed is correct
Cpu speed is 3.6ghz
Windows 10
Computer not in powers aver mode
Cpu isn't throttling from heat


Also, gpu usage is always below 60 %, and bf4 frames sometimes become unplayable on ultra, even high.

Solution
I just underclocked my 4690k to 3.6ghz and there's no bottlenecking in bf4 ultra (i have an R9 390) must be something with the gpu. Use DDU to uninstall the gpu drivers and reinstall them, also not to be annoying but why do you have a 6600k at 3,6ghz? U'll get 4.4ghz easily with 1.2v and it will remove any doubts about bottlenecking aswell.

Solution
OK I'll try refreshing the drivers.
I said gpu usage is never above 60%.

And I have a b150 board so I can't over clock , 3.6 is just from the turbo pushing it as far as it can past 3.5
 


It can be a turbo issue, switch it off in mb setting. If it doesn't helps than definitely its some issue with ur CPU i.e one or more core have died. You will need to RMA ur CPU.

I will also like to add to this, if ur CPU usage is high and GPU is low basically that indicates that ur GPU is ok. So problem is with CPU or RAM. Since, I have mentioned about the CPU earlier. Please check ur RAM too, You can use utility like MemTest 86 for the job.
