Noctua NH-D15 cooler

What would you say these specs could reach for (stable)overclocking it to 4.5Ghz at what voltage.

is 1.4vcore safe/stable under load for gaming? I read that 1.4vcore is reaching towards dangerous limits or anything above that is unsafe/unstable. what are my odds of reaching 4.5GHz at 1.35v or 1.3 etc and would it be stable/safe under load while gaming?

i heard of that. isn't there at least a good idea i can get based on my cpu cooler/motherboard choice for the i5-6600k on what frequency/voltage i could get from overclocking?

It's more CPU itself than anything else, a good quality mobo helps, i.e. don't get one with poor Power Phases, VRMs etc. Voltage will very greatly at times, have seen 6600K do 4.7 at a low voltage and others needing much higher or not even able to hit 4.7 without an an unreal voltage

I'm just curious, how can you tell if a MoBo that has "poor power phases,VRM etc"? Or is it just stay away from the cheapest Z170 mobo?
