i5 7400 vs R5 1400 for photoshop?

Trying to build a budget photo editing PC for my parents, and i'm not sure what CPU is best. Would Photoshop favor the I5's faster single core speed, or the R5's higher thread count? Or should i just ditch those two altogether and get an I3/R3 instead?

the intel is favored i believe at stock speeds

This review has Photoshop performance benchmarks for an R5 1500X (a little better than a 1400) and an i5-7500 (little better than a 7400). The i5 wins.
