I5 7500 w/ 1070 or I7 7700 w/1060 6gb

What is a better combo? I7-7700 with a 1060 or I5-7500 with a 1070?
I plan to practice becoming a Game Artist (Programs such as Blender and Photoshop) and using this PC for gaming (Dayz, CSGO, LoL, Rust).

Side Question
Can I test the PSU without having the GPU or SSD/HD plugged? I do not want to install a faulty PSU that will fry the expensive parts on first startup that I saved years for.

The more cores/threads on the i7 are better for rendering. And the 1070 for gaming. The 1060 is a good gpu for 1080p though. For you I would go with combo nr2. And you are good with 16Gb Ram.
And yes you can check your psu with gpu and disks unplugged. But that is a high quality psu. No need to test it afraid of it doing any harm.
