In a few weeks I will build a pc for gaming. I have 2 options;

1- get i5 8400 + b360 (maybe h310) + gtx 1070

2- get i5 8600k or i7 8700 + z370 + gtx 1060

If I choose second option I think I can upgrade the graphic card later and move on. However for first option to be able to upgrade the system I think I have to change cpu+motherboard.

What would you do if you were me? If you have another combinatios to suggest please do.

GPU heavy titles would perform better with the 1070.
What I would do, is get an i7 8700 + B360 (non-K CPU isn't overclockable anyway) and the 1060. Upgrading a GPU is way easier than CPU. + Summer seems to be the time nVidia will release next gen cards, so a 1060 would suffice till then.

I know i5 8600k is overclockable, but I'd still pick the 8700. It has hyperthreading and it boosts higher on all cores than 8600k stock. + If you get the 8600k, you'd need a decent cooler to go with it as well, so that adds up.

Ty for answer. I know new nVidia cards can be released in Summer. However I am not sure that if I can sell 1060 and add some to get a new card or not. So I am not sure about 1060. I will use the pc with 1080p 144 hz screen.

I will play esports games and also I really love rpg/action rpg games like path of exile, witcher etc. I know it is hard to play witcher 3 144hz but highest fps would be better.

But I would hold off buying right now, wait couple of months for the GPU prices to come down as they are already down for some weeks ago.
