[SOLVED] i5 8600k and RTX 3060ti with coolermaster 600W (80+ bronze) dropping only 200-300 fps in counter strike with lowest settings? .

I recently purchased a rtx 3060ti zotac oc edition to pair with my 2 year old i5 8600k non oc.. playing a couple of games like cs go , I am only getting around 200-250 fps with it. Confused.

This is what my near-to-scrap RTX 2060 used to yield. Apparently , I turned on MSI afterburner and it shows GPU base clock running at 800Mhz (memory clock : 5000Mhz) while in game. Tried tensing the GPU and going up in the graphics , in turn lowered frames. Have no idea why. Isn't it supposed to be at base clock 1420Mhz be it any game? (P.S. I know csgo is a cpu intensive game but it still doesnt seem right, dont think there is any bottleneck at low settings. (60% cpu usage & 50-60% GPU). Temps are normal - 50C.

Tried other games like PUBG where I am able to get the GPU running @1920Mhz(OC) . Can't figure out whats happeningg here.. Help appreciated!!!
 
Solution
At low setting your FPS is determined by your Processor. Not your video card.
You can not look at Overall CPU usage. You need to look at individual cores.
If the main thread core is maxed at 100% the other cores will be waiting for information from the main thread.
As an easy test ,turn down DRAW Distance.
If frame rate improves your processor is the bottleneck. The CPU draws the wire frame for each frame and the GPU then adds Skins, Textures, Shadows, AA, AF, motion blur, etc.... to the wire frame to complete the frame.
Your frame rate did not increase because your processor can only produce said FPS.
