Question I5-9300h throttling on Lenovo L340-15irh

Hey, I got it 5 years ago and yesterday i checked AIDA64 Test and today i drived to store and buyed natec NPT-1581 got back home. Changed thermal paste cleaned but no results same temperatures. No throttling only when power plan is not 100% but 99% and when it 99% it's small clocks. I need to buy another thermal paste?

Your power setting is set to high performance which keeps the cpu at maximum speed even when it is not being called to. Have you tried using balanced setting?

In power setting what setting do you have for the cooling? Can you hear the cooling fan spinning up?
