what the motherboard? could be MCE Multicore Enhancement on.

Probably some background process occurring, even windows updates downloading will force cpu's to boost for some weird reason.

As long as the actual core usage isn't high I wouldn't worry, its hardly going to affect temps etc in the slightest.

But the processor runs at ~ 4ghz all the time even when everything is turned off. Temperatures are ok around 36C

Im stupid, I just need to change from high performence to balanced, now I even have 1ghz on the processor.
