Question i5-9600k , 4.1Ghz ( not full speed )

so i have i5-9600k proccesor , the thing is it shows in their website that the
Max Turbo Frequency is 4.60 GHz

in task manager it shows 4.09 , 4.15 max

why ami not getting the full speed ? do i have to like OC or something , or i just have to change something in the bios

Motherboard:ASRock z390 pro4
Ram:corsair vengance rgb pro 16gb ram 8x2
SSD/HDD: 2 hdds 1tb each
GPU:galax 1060 3gb
PSU:gamemax 700w

It will only turbo to 4.6 Ghz when It's needed, so when you're running a heavy application/game that needs the CPU power.

Youll only get 4.6Ghz on a single core, iirc.

4.6Ghz frequency normally is attainable only in single threaded workloads.
Base frequency is 3.7Ghz. When it's possible and thermal situation allows it, cpu automatically overclocks to:

Proc	Core i5 9600K
1 Active Core	4.6 GHz
2 Active Cores	4.5 GHz
4 Active Cores	4.4 GHz
6 Active Cores	4.3 GHz
