First off my specs:
MOBO: ASRock H97 Anniversary
CPU: intel i5 4460 @ 3.2GHz
GPU: Radeon R9 270
RAM: 1x8GB DDR3
Drives: 1TB HDD, 120GB SSD

BACKGROUND:
Recently whilst playing a select games I noticed my FPS was dropping. Getting 30 fps, but then dropping to 12, then back to 30 , then back to 15. Not a bad fps persay, just a really choppy one is how I would explain it.
I noticed this problem when running World of Warcraft, then switched over to the Witcher 3 on High Settings (same problem, 20 to 5), medium (same) and low (30 to 12 just like wow). I then tried a few other games (Pillars of Eternity and Chronicle: RuneScape legends) to find the exact same thing. This confused me as all the games vary in graphical intensity but deliver the same results. So my next thought was drivers, I updated bios again, all of my drivers etc., no change. Next I looked at the CPU, it never seemed to go about 30% utilization when running any games (include the witcher 3 on High settings), I tried turning off speedstepping but no change.
Well shit, I said, better try doin some stress testing. I downloaded: Speedfan, HWMonitor, CPU-Z and Prime95 and got to work. After turning on the Prime95 and leaving for about an hour I got this: http://puu.sh/mbHQX/9e522b9163.png
and at this point I am stumped... none of the settings i have changed seem to be helping. my computer is not set to low appearance performance mode. From my knowledge i'd say the CPU is defective, but its intel and a CPU both of which aren't know to screw up.
TL;DR: Games were running slow regardless of graphical intensity. Drivers and BIOS were updated to no avail. CPU running below 30% even when in high CPU intensity situations. Nothing I've changed has worked. Did a Stresstest and here are the results: http://puu.sh/mbHQX/9e522b9163.png
