Question i7-10700 abnormal power consumption & temperatures

CPU COOLER: be quiet! Pure Rock slim 2 92mm
Motherboard: ASUS b560 plus
psu: corsair cv650 bronze

my cpu idles at around 27-30c and temperatures are regular while gaming (40-60c) but my temperatures go wild & thermal throttle within a few seconds. this CPU is rated at 65 watts whereas it's running at 395 watts in the screenshot, but it can't be overclocked & the voltage seems regular. after the screenshot i posted, it ran at 190W & thermal throttled at 98c package temp. am i just unlucky? my motherboard is on default settings

on intel's cpu stress test, i got around 70-78 package temp on 1.27v & 120w. why is this different? also it power throttles

1.3v is a very high voltage for this CPU, you should limit that first thing, it will drastically improve thermals. I would use negative offset with that same intel tool.

Only if it lets you do it in BIOS. I had to actually edit (mod) the BIOS in my (OEM) Acer system to be able to do that. I tried to enable the XTU which it did but due to the CPU mask being non-K, XTU greys out the non-editable part.

As to the differences in benchmarks and stress, you should use AVX/2 loads and it will get warmer.
Disregard my other settings - I keep it quiet so the cooling budget is very low and so are the throttling settings. It fits my needs.

that's weird, mine allows me to edit my processor iccMax. i'll look in bios

Intel has two power modes, PL1 and PL2. In your case, PL1 is 65W at 2.9Ghz and PL2 is 224W at 4.6Ghz. Under normal circumstances, the CPU will run in short bursts at PL2 (28 seconds for the 10700) and then drop to PL1 for sustained loads. However no one buys an i7 to run at 2.9Ghz, motherboard manufacturers either disable the time limit on PL2 or remove power limits completely by default. So it will always run at 4.6Ghz on all cores. So you don't have the 65W chip you think you have, however 395W is absolutely insane and it should be nowhere near that. Also doesn't sound achievable for a vcore of 1.3v. I'd also recommend having the latest bios, some early boards put too much voltage in. I think the 500 series also were worse in that regard than the 400. You can also manually set a power limit of your choosing in the bios.
