I have an i7-14700K + Z790 Plus WiFi motherboard.

I was having 70-88 temps while gaming but after undervolting it is now 55- 68 max and it seems good but the core voltages are the same 1.3 - 1.4. It's a little bit less I think than it was before but it's still high.
Is it safe for me to use it like this in case of degrading it.

To prevent degrading you should upgrade your BIOS to 0x12b and enable Intel default, then undervolt it.
Perhaps the 1.3-1.4v you see is the VID voltage, which has nothing to do with the actual voltage. Considering that you've noticed the temperature drop, then take it easy and relax gaming.

i upgraded bios manuallyo to 1805 version iamnot sure whats 0x12b means , and i had to change intel default settings to asus advenced oc profile in order to undervolt. it runs low temps and cpu-z is showing 1.3 sometimes on idle as well

I had to do the same thing with my 14600k and MSI Pro Z790-A Wifi board. My voltages, as I recall, were under 1.3, (1.27?)but the advanced defaults were the only way I could do the undervolt. Below is the link for what I did.

The videos that show how to adjust CPU Lite is where I started. Then the one that has the examples of the 3 different MOBOs, and finally the Reddit thread. I think the first post there has been updated to what the guy wound up doing, but you should still read the whole thing. Those settings were easy to change and I'm running at 5.5Mhz on power and 4.4 on efficiency cores. Temps never get over 85C.

Edit - I would not even test it after changing bios to the advanced defaults until you change the CPU Lite settings. The advanced defaults leave the board wide open. Downtuning the CPU lite to level 11 or below if you can and then testing will lower the CPU temps to where you can start your evaluation. Running tests wide open with the advanced defaults will get you to 100C immediately so you want to avoid that. As mentioned, watch the videos first before digging in. They'll show the way.
