[SOLVED] i7 2600 CPU Paired with Geforce GTX 1070ti FTW2 8GB = Low FPS?

So this is my first time ever hoping on a site like this and asking the community about something. I currently am facing an issue with my PC, now keep in mind that I am fairly new to PC gaming etc. I know how to do a few things but when it really comes down to it, PC language is gibberish to me and I get super lost. I really only play Destiny 2 and warframe at the moment, I stopped playing fortnite and any other games currently don't interest me. But I am having some issues with FPS drops. Those of you that don't play the game I will do my best to help you understand what I am talking about. Those of you that DO, this will be easier for you. First off specs!

Motherboard: ASUS Sabertooth P67

(My CPU cooler is fairly new, not even 3 months old yet. There is just enough thermal paste on there(One little dot right in the center), so please don't tell me to go and do the "X" strat because you think its better)

HDD: I am running a WD 500gb HDD but I don't know the model etc. and I don't wanna pull it out just to see it. I would open the back of my case but the cable management is horrific and a pain to deal with. NOTE: I HAVE DEFRAGGED IT It was done on Thursday, October 18,2018

SSD: None (I don't care about load times, I want FPS) I will be picking up a samasung SSD soon though.

I recently just updated the BIOS to its latest and even that didn't fix it.
In the tower a public space I get about 55-60FPS
In crucible (PvP) I get a solid 58-60 FPS
In free roam areas I can go as low as 44-60FPS
Please note that yes I am v-synced (But I am getting a 144hz monitor soon)
I'm complaining because my friend can get solid 60FPS no drops with a 1060 6GB card so I am wondering If my CPU is bottle necking. 60FPS Is not okay with me simply because I came to PC for a better gaming experience and I am getting tbh WORST experience considering I see the 60FPS and then I feel it before I even look when it drops.

Typical FPS that my friends get is about 80FPS - 120FPS
Any Ideas or help? Or am I SOL and need to get a new PC going?


 
There's a program called MSI Afterburner. You run it and run the game. The program can show, onscreen, information on various things. In your case, you want to see CPU usage and GPU usage. If your CPU is holding you back you'll see it pegged up around 100%, while the GPU percentage will be substantially lower.

The old Sandy Bridge i5 and i7 CPUs make for decent budget CPUs but they aren't the best to pair with a 1070 Ti. If you can afford a card like that why are you still using such an old platform? The most I'd advise anyone to use with a CPU like that is a 1060.
 


I actually got the GPU for free from a friend (It was still brand new in the box and he heard me complaining so he told me to try the 1070 instead of my original GPU), Originally it had a EVGA Geforce GTX 970 4GB in it but even then tbh it was worse...The lowest I got on that GPU was exactly 40 FPS.
 
If you are CPU limited then a better videocard won't help. The 970 is more or less at 1060 level of performance so if moving to a 1070 Ti did nothing for you then it kind of points to the CPU. You can use MSI Afterburner to confirm this. If you see CPU usage spike up high, especially around the same time the framerate drops, that proves it.

You have an i7 and that's good, but it's not a fast i7. So you're getting benefits of the extra threads but the CPU itself can only run so fast. If you're looking for high framerate at 1080p then you'll need a beefy CPU in addition to the videocard.
 

So I am going to upgrade my CPU, which means new board because the only CPU up from the 2600 is 2600K (And I am bad at OC) and 3770 and 3770K (Again bad at OC). Then that leads to new Ram because new board = new socket and DDR4 Ram. So new CPU, Mobo, Ram! So I actually cant get the MSI afterburner to do the On screen monitoring etc but I am assuming its my CPU, but for the future... Lets say I had an i7 8770 with the 1070Ti FTW2 and I wanted to monitor CPU and GPU usage what would be good range for the both of them and why? Also what would be bad for them and why? I say this because I don't know if 100% usage is good for either of them or if this just means I'm pulling too much etc.
